Blocking Telegram because a few individuals may misuse it is neither democratic nor proportionate. We do not shut down roads because some people speed, nor close markets because thefts occur. The responsibility of the government is to identify and punish offenders, not restrict the communication rights of millions of law-abiding Telegram users. Collective punishment has no place in a constitutional democracy governed by the rule of law.
