SDPI Rejects UGC Draft Regulations 2025: A Direct Threat to Federalism and State Autonomy

The Social Democratic Party of India (SDPI) strongly opposes the University Grants Commission (UGC) Draft Regulations 2025, introduced by the BJP-led central government. This proposal is a clear assault on India’s federal structure, state autonomy, and the cultural diversity that forms the bedrock of our nation. Under the pretext of educational reform, the government is pushing a centralized agenda that seeks to erode regional identities and impose a rigid, one-size-fits-all framework dictated by the RSS-BJP establishment.

SDPI stands in firm solidarity with students, educators, and state governments—especially in Tamil Nadu, Kerala, and other opposition-ruled states—that have rightly opposed this regressive move. The draft’s provision to expand the powers of centrally appointed governors in university administration, particularly in the appointment of vice-chancellors, undermines the constitutional principle of a “Union of States.” Education, a subject on the Concurrent List, has always been a space where states exercise autonomy to shape curricula reflecting local languages, cultures, and histories. Stripping states of this right and transferring control to governors—who often act as political agents of the central government—effectively sidelines elected state governments and weakens federalism.

This policy is not about reform; it is a deliberate attempt to impose a monolithic ideological agenda at the cost of India’s rich diversity. Tamil Nadu’s legacy of promoting the Tamil language, Kerala’s progressive education model, and the unique academic traditions of various states are under direct threat. The BJP’s refusal to consult state governments before drafting these regulations exposes its disregard for cooperative federalism and democratic consultation.

Beyond structural concerns, the SDPI also warns of the broader implications for academic freedom and social justice. Universities must remain spaces of critical thinking and diversity, not institutions dictated by political interests. Centralized control over appointments creates avenues for ideological interference, suppressing dissenting voices and marginalizing communities. The fundamental role of higher education—to foster independent thought and inclusive representation—must not be compromised.

The SDPI demands the immediate withdrawal of the UGC Draft Regulations 2025 and calls for a transparent, participatory process that upholds the principles of federalism and state rights. We urge students, educators, and all progressive forces to unite in resisting this authoritarian overreach. The BJP must be reminded that India’s strength lies in its diversity, not in the imposition of a singular, politically motivated vision.

The fight for education is a fight for democracy itself. SDPI remains committed to defending India’s federal structure and opposing any policy that seeks to undermine it.
