
SDPI takes strong exception to the recommendation of the National Commission for Protection of Child Rights (NCPCR) to stop state funding to the Madrassas alleging non-compliance with the RTE. Articles 29 and 30 of the Indian Constitution protect the rights of minorities to preserve their culture and establish educational institutions and the move to curb the Madrassa system is equivalent to denying the constitutional rights of the Muslim community.The Madrassa system has been in effect for long. The solution for any shortcomings or faults in its functioning is not to end the system but to apply rectifying measures and set right its functioning. Although the priority in the Madrassas is for religious teachings, formal modern education is also provided in these Madrassas, in the north. If the system lacks professional faculties and infrastructure, the government should ensure through the concerned Madrassa Boards that professional teachers are appointed and adequate infrastructure facilities are in place. SDPI demands that the NCPCR initiate remedial measures for the issues mentioned in its report about the functioning of the Madrassas, instead of blocking the state aid to it.
