Resolutions:
1.
Transparency in fixing the modalities of caste census must be ensured
SDPI welcomes almost unanimity reached regarding the caste census to be conducted by the Union government. The transparency is required in fixing the modalities as well as the rules regarding the caste census because it is a very important issue in view of the permanent solution of the main concern of the country to disperse with the equality and justice. In this context all the political parties should be taken into confidence before the exercise relating to caste census. SDPI apprehend that in view of the deep rooted prejudice and discrimination prevail almost every corner of the country on the basis of the birth, race, region and religion, all the Indians must aspire the confidence into the conduct of caste census.
2.
Proposed delimitation of the constituencies shouldn’t be used as a tool to deceive the marginalized communities
SDPI in view of the history of the delimitation in India takes it as very important issue to remove the factors liable for un-doing the political system of the country. Delimitation has been used as an instrument to dis-empower the weaker communities as SC/ST and Muslim dominated constituencies in Lok Sabha as well as assemblies have been reserved for the scheduled castes and scheduled tribes while the constituencies are dominated by the SC/ST and are purposely made general category so that the number of the upper castes may un-proportionately be increased.
The other issue is to be taken into consideration is that the government should keep away hence from conducting delimitation on the basis of increased population. The government intends to decrease the numbers of seats of the southern states of India as they have controlled the birth ratio in accordance with the government policy while the defaulters increased the population in the northern part of the country to be rewarded with more seats in the house in furtherance of the proposed policy of the Union of India.
